- Sabin's committee drafted six bills: 1) a plan to reorganize the State Health Department; 2) a plan to allow adjoining counties with limited resources to receive federal, state, or local funds in order to organize district health services; 3) a plan to increase the per diem allowance for hospitalized indigent tuberculosis patients; 4) a plan to allow the State Health Department to receive federal funds for hospital construction under the Hill-Burton Act; 5) plan to set up a state tuberculosis hospital; 6) a plan for the strict control of brucellosis, a serious disease of cattle. The first four were passed in 1947.
